Artificial Intelligence is rapidly transforming public administration, creating new opportunities to improve services, support decision-making, and enhance efficiency. At the same time, AI systems can reinforce existing inequalities and generate new forms of discrimination if they are not designed and governed responsibly.
To help cities navigate these opportunities and challenges, ECCAR has established the Working Group on Artificial Intelligence. Led by the Municipality of Bologna, the Working Group provides a platform for local governments to exchange experiences, share good practices, and develop practical approaches to the ethical and inclusive use of AI in day-to-day administrative practice.
The Working Group focuses on key issues such as algorithmic discrimination, ethical AI governance, transparency, human oversight, and citizen participation. It aims to strengthen the capacity of local administrations to ensure that AI technologies respect human rights, promote equality, and contribute to more inclusive communities.
By bringing together cities, partners such as UNESCO and EQUINET, and other stakeholders, the Working Group seeks to connect local realities with global debates and help ensure that cities' voices shape the future of responsible AI. Together, ECCAR members can develop concrete solutions that harness innovation while safeguarding social justice and non-discrimination.
