Evidence for Success: Policy Brief Based on the 2025 Online City Reporting

ECCAR is proud to launch its first policy brief, “Evidence for Success,” based on the Global Report 2025. The report draws on insights from 36 member cities, highlighting achievements, challenges, and effective local actions against racism and antisemitism guided by ECCAR’s 10-Point Action Plan.

For the first time since the annual Global Report was launched, ECCAR is publishing a policy brief that summarises the key trends and insights from the evaluation of all 2025 city reports. The brief focuses in particular on the internal and external success factors that are crucial for the effective implementation of local anti-racism measures and strategies.

All member cities are required to submit a report on their local implementation of the 10-Point Action Plan every two years via ECCAR’s Online City Reporting Tool. These reports are linked to a feedback mechanism provided by ECCAR’s Scientific Advisory Council, designed to strengthen the cities’ local work.

At the same time, the reports form the basis for ECCAR’s strategic planning, ensuring that the specific needs and priorities of member cities remain at the heart of ECCAR’s work.
